The Elite SDVOB Network is holding its next Illinois Chapter meeting on Tuesday, September 19 from 2:00 p.m. to 4:00 p.m.. The location is 300 North LaSalle Street, Chicago and is being co-sponsored by Elite SDVOB Network and the law firm of McDonald-Hopkins.


The September meeting will focus on opportunities for Veteran Owned and other diverse businesses with Cook County and the US General Services Administration—as well as legal developments that affect diverse businesses and member presentations. Representatives from other commercial and government organizations will also be coming as special guests to participate in the meeting, and we encourage members to sign up for capabilities presentations.


Our first honored Guest Speaker is Shannon E. Andrews*, Chief Procurement Officer of Cook County, Illinois. Shannon is responsible for the procurement of goods and services for over 30 Using Agencies. One of the largest counties in the country, Cook County has a FY 2017 operating budget of $4.4 billion, in addition to a $475.7 million capital budget. Shannon will be sharing information on opportunities with Cook County, and steps that Veteran Owned and other small businesses can take to do business with this entity, which provides a substantial volume of opportunities in the Chicago region.


Our second honored guest, Maureen Cruz, is a seasoned procurement professional with expertise in a wide range of topics that affect Veteran Owned Businesses and other diverse businesses. Maureen’s agency received an “A” on its FY16 Small Business Administration (SBA) Scorecard for its work in awarding a substantial portion of contracting dollars to small businesses. Last year, GSA subcontracting dollars awarded to SDVOSBs totaled more than $223.3 million marking the seventh year in a row that GSA has earned  an “A Grade” from the SBA, complementing significant spend with women, small disadvantaged businesses, HUBZone, and other diverse businesses. Maureen will share information on Multiple Award Schedules, and practical measures that diverse businesses can take to win contracts through her agency. 


Our host, attorney Michelle Kantor, is a noted expert on a wide range of legal and business topics that affect Veteran Owned Businesses and their partners. Michelle will present updates on legal issues that affect veteran owned businesses, as well as legislative developments.

* Biography of Shannon E. Andrews


Ms. Shannon Andrews was appointed Chief Procurement Officer for Cook County, IL in December 2012 by President Toni Preckwinkle and confirmed by the Cook County Board of Commissioners on February 5, 2013.


Ms. Andrews is responsible for the procurement of goods and services for over 30 Using Agencies, including Cook County Separately Elected Officials. In her role as the Chief Procurement Officer, she provides oversight to the Cook County procurement process in accordance with the Cook County Procurement Code.


Prior to joining Cook County Government in October 2012 as the Director of Contract Compliance, Ms. Andrews served as Deputy Procurement Officer for the City of Chicago Department of Procurement Services. While there, she was a key senior leader on the executive team for the department. She played a key role in departmental decisions for legal, legislative, procedural and policy matters regarding procurement, certification and compliance issues.


Prior to public service, Ms. Andrews served as an Account Manager at E. Morris Communications and the Development and Special Events Officer at Jane Addams Hull House Association.


In addition to her role at the County, Ms. Andrews is a member of the National Institute for Governmental Purchasing (NIGP) and the Illinois Association of Public Procurement Officials. She is also a current member of the American Contract Compliance Association (ACCA) and an officer with the Chicago Alpha Gamma Pi Public Service Sorority.


Ms. Andrews is a native of South Carolina and a graduate of Hampton University in Hampton, Virginia
